Congressionally Directed Spending requests must meet a number of different standards. First, all requests must comply with Senate Rule XLIV. In addition, the Senate Appropriations Committee has imposed new restrictions that will govern the Congressionally Direct Spending process. Under these rules, for-profit entities are not eligible to receive Congressionally Directed Spending and only certain accounts are eligible for Congressionally Directed Spending requests. Finally, Congressionally Directed Spending is capped at one percent of all discretionary spending so not all eligible projects can be awarded funding.
